If you do use it to close and nail a target then congratulations, you've just stuck your Ranger in the middle of a triggered pod minus one of it's members. If you use it to pull back and shoot then all you've done is granted yourself a basic shot on a triggered pod (who are likely now behind cover as opposed to standing out in the open) - I've no idea why he thinks that's such an awesome result that it can be considered equivalent to bringing in assistance from other squadmates. Run'N'Gun only allows you to shoot after using two actions - meaning, you'll only get offensive value if you use that extra move to get into an otherwise impossibly good firing position (i.e. Your Ranger can at least activate Run&Gun which allows move and attack. Any other soldier moving forward and revealing the scattering pod is going to have to fight where they stand or run for cover if they are in a terrible spot.
